The Department of Education (DepEd) announces that the Most Essential Learning Competencies (MELCS) shall continue to apply for School Year 2022-2023. However, classroom assessment shall follow DepEd Order No. 8, s. 2015 or the Policy Guidelines on Classroom Assessment for the K to 12 Basic Education Program.

What exactly are the Most Essential Learning Competencies (MELCs)?

Refers to the knowledge, understanding, skills, and attitudes that students need to demonstrate in every lesson and/or learning activity. Competencies are necessary to develop a learner’s practical and lifelong skills for learning amidst a crisis (e.g. pandemic, epidemic, etc.) and to eventually attain a successful life.

The MELCs are defined as the competencies that a learner needs in order to continue to subsequent grades and ultimately have a successful life.

The characteristics of the MELCs are:

a. It is aligned with national standards or frameworks, such as for example, “holistic Filipino learners with 21st Century skills.”
b. They connect the content to higher concepts across content areas.
c. They are applicable to real-life situations.
d. They are important for students to acquire, even if a student drops out from school.
e. They cannot be expected to be ordinarily learned by students if not taught in school.

Ano nga ba ang Most Essential Learning Competencies (MELCs)?

Ang mga MELC ay tinutukoy na mga kailangan ng isang mag-aaral upang magpatuloy sa kanyang marka, makatawid sa susunod na baitang, at magkaroon ng isang matagumpay na buhay na hinubog ng may kaliad na edukasyon. Ang mga katangian ng MELC ay:

a. Nakahanay ito sa pambansang pamantayan o mga balangkas, tulad ng, “holistic Filipino learners with 21st Century Skills”.
b. Nagkokonekta ito ng nilalaman sa mga mas mataas na konsepto sa iba’t ibang content areas.
c. Naaangkop ang mga ito sa mga sitwasyon sa totoong buhay.
d. Mahalaga ang mga itong matutunan ng mga mag-aaral kahit may mag-drop out man sa paaralan.
e. Hindi ito karaniwang natututunan ng mga mag-aaral kung hindi itinuro sa paaralan.

The Department of Education (DepEd) provided the MELCs as the primary resource for all schools, schools division offices (SDOs), and regional offices (ROs) to use in choosing and putting into practice learning delivery strategies that are appropriate to the local context and diversity of learners while adjusting to the challenges posed by COVID-19.

In order to create learning activity sheets, self-learning modules, and other instructional materials, schools are hereby instructed to consult the MELCs. Additionally, schools are urged to stick to the MELCs’ content and to abstain from developing new lists of learning competencies for various subject areas.
